Supreme Court High Court Judges and Chief Justices can head the Information
Panels: Supreme Court: The Supreme Court on 13th
September 2012 ruled that only serving and retired judges of the apex court and
chief justices of the state high courts can head the central and state
information commissions.

Put
off GAAR for 3 years, says Prime Minister Appointed Panel: An
expert panel set up by the Prime Minister to review the provisions of the
General Anti-Avoidance Rules (GAAR) or rules to prevent tax evasion has
recommended that they be put off by three years, a move that is expected to
sooth the nerves of jittery foreign investors and help boost sentiment.

Allot
blocks of state owned firms says panel: A parliamentary committee
has expressed unhappiness over allocation of coal blocks to private firms- most
of which have failed to develop them- instead of Coal India Limited (C.I.L.), prompting
the government to the state that 116 mines will be allotted to the state owned
firm.

China to Resume Military Exercises: India and China on September
4, 2012 decided to resume at “the earliest bilateral military exercises, frozen
in 2010 due to diplomatic spats over visa issues, to enhance peace and
tranquillity at the border.” This was announced after a meeting in New Delhi,
India between Indian Defence Minister A.K.Antony
and his Chinese counterpart General
Liang Guanglie who was also the first Chinese Defence Minister to visit
India in past eight years.

Promotion Quota gets approval: The union Cabinet on
September 4, 2012 cleared a bill which proposes to provide reservations to
Scheduled Castes (SC) and Scheduled Tribes (ST) in government jobs promotions.

Supreme
Court Clears Curbs on Court Reporting: The Supreme Court on
September 11, 2012 set for a principle of “postponement of publication in its
bid to balance the rights of freedom of Press and fair trial.” Mapping out a
‘Lakshman Rekha’ for the media on judicial proceedings, it however, stopped
short of drawing it across the board.

Lok
Sabha Passes Three Bills: The UPA Government managed to push
three bills through the Lok Sabha in the Monsoon Session even though both
houses of Parliament were largely disrupted, with efforts by Congress President
Sonia Gandhi to break the deadlock over the coal block allotment controversy
not succeeding. The bills, adopted with the tacit understanding of the
opposition BJP, were the Protection of Women Against Sexual Harassment at
Workplace Bill, the North-Eastern Areas (Reorganisation) Amendment Bill and the
National Highways Authority of India Amendment Bill.

Indian Firms are amongst the World’s Most Innovative Company list of Forbes:
Five Indian Companies including Larsen & Toubro, Hindustan Unilever and
Infosys are ranked on Forbes magazine’s list of “The World’s Most Innovative
Companies” topped by four US Companies.

Pakistan Sign Agreement and Announce a Slew of Measures to Boost Contact between
Peoples: Senior Citizens aged 65 and above, in India and Pakistan
can now walk across the border between the two countries and need not go
through the hassles of getting a visa from embassies in New Delhi and
Islamabad.

Scores a Century of Space Launches: Indian Prime Minister Dr. Manmohan
Singh was among the cheering congregation of officials, scientists and media
persons at the Satish Dhawan Space Centre at Sriharikota on a cloudy September
9, 2012 as the rugged Indian Space workhorse PSLV blasted off into space to
launch ISRO’s 100th Mission. The third commercially launch with no
Indian satellite as a textbook mission as ISRO’s Polar Satellite Launch
Vehicle-C21 placed in orbit French spot 6 and Japanese micro satellite
PRIOTERES some 18 Minutes after lift-off at 9.52 am. The 712 kg French
Satellite spot 6 is the heaviest carried by PSLV till date.

Man
who made India Self-Reliant in Milk Passes Away: The
Man who created the billion dollar brand and credited with transforming India
from a milk deficient country into the world’s largest milk producer- Dr.
Verghese Kurian passed away on September 9, 2012 at the hospital in Nadiad
after a brief illness. He was 90 years old. Known world over as the father of
the “Milk Revolution”, he died at Muljibhai Patel Urological Hospital at 1.15
am.

block allotment now under Supreme Court Lens: The alleged
irregularities in coal block allocation came under judicial scrutiny on
September 13, 2012 with Supreme Court directing the centre to explain whether
the guidelines were strictly followed in allotting the natural resources to
private companies.

Foreign
Stint for Varsity Teachers Gets Approval: Faculty in
Universities and Colleges can earn more by teaching in another institution and
could also avail six month educational assignment in a foreign University, says
the 12th five year plan document approved on September 15th,
2012 at a meeting headed by Indian Prime Minister Dr. Manmohan Singh.

Accusing the UPS of unilateralism in decision making Trinamool Congress Chief
Mamta Bannerjee announced on September 18th, 2012 the withdrawl of

Test-fires Nuclear Capable Agni-IV Missile: India on September 19th,
2012 successfully test-fired the indigenously- developed 4000KM nuclear capable
strategic ballistic missile AGNI-IV, from Wheeler island off the Odisha Coast.

On
2G verdict the Supreme Court said that Auction is not the only route for
Resource Allocation: Auctions are not the only permissible method
for disposal of natural resources across sectors, the Supreme Court on
September 27th, 2012 said holding that 2G Verdict was confined to
allocation of spectrum and is not applicable to other resources. Giving its
pinion on the residential nce arising out of the 2G verdict, a five judge
constitution bench headed by Chief Justice S.H. Kapadia also ruled that common
good is the touchstone for any policy and if it meets that then any means
adopted is in accordance with the constitutional principles.

Russia
Backs India’s Bid for Seat in United Nations Security Council: Russia,
a veto-wielding permanent member of the UN Security Council, has reiterated its
support to India for its bid for permanent seat in the world body. During a
meeting in BRICS Foreign Ministers in New York on the side-lines of the 67th
session of the general assembly, Russian Foreign Minister Sergei Laprov
“categorically stated that he supported India’s permanent membership of the
Security Council”.

NATIONAL UPDATES:
· Renewable Energy Certificate (R.E.C.) trade inflated in India. According to the recent report of Hindustan Times, In India a mechanism to trade renewable energy including solar, wind, biomass, and small biomass projects on platforms similar to stock exchanges is slowly increasing.
· Mr. Hamid Ansari was elected Vice President of India for the second term defeating his nearest rival Mr. Jaswant Singh on August 7, 2012. He secured 490 votes while Jaswant Singh bagged 238 votes. Hamid Ansari is second person after Dr. Sarvapalli Radhakrishnan to hold the office of vice president for a second consecutive term.
· Lok Sabha Appoints a New Panel to Tackle Contempt by Government Officials: The Lok Sabha Speaker Meira Kumar has constituted a new panel which is to ensure that the Members of Parliament command the respect they believe they deserve.
· Union Minister Vilasrao Deshmukh Passes Away: He was the Minister of Science and Technology. He was undergoing treatment for a serious liver ailment, died in a city hospital at Chennai. He was 67 years old.
· Creation of Five New Tiger Reserves Gets Approval from the Centre, Environment Minister Jayanthi Natarajan said in her written reply to the Rajya Sabha.
· Long Term Visas for Pakistani Hindus: The Indian government on 16 august, 2012 said that the Pakistani Hindus will get long term visas to stay in the country if they applied under stipulated rules.
· Gujrat’s Nuclear Hurdle: Mithivirdi, in Gujarat has been chosen as the location of 6000 MW nuclear power project, one of the first India hopes to build in the aftermath of the civilian nuclear deal it signed with the United States in n2008. The project will be spread over 777 hectares and house six nuclear reactors manufactured by US based Westinghouse, which is subsidiary of Toshiba of Japan, and which has signed an agreement with the Nuclear Power Corporation of India Limited (N.P.C.I.L.)
· CAG report on Coal Blocks Allocation Tabled in Parliament: on August 17, 2012 the central government was buffeted by another serious allegation after 2G spectrum, that it has caused a `1.86 Lakh Crore loss to the exchequer by not ensuring transparency in the Coal Block Allocation during 2004-09. Indian Prime Minister Dr. Manmohan Singh also came under scrutiny of the Comptroller and Auditor General (C.A.G.) of which report pointed to serious discrepancies during 2006-09when he was holding the charge of Coal Ministry.
· Government agrees to set up 20 more IIIT’s: A Bill, which seeks to give IIIT’s administrative autonomy and enables setting up of 20 more such institutes was approved by Union Government on August 17, 2012.
· India Gets First Embraer Jet: India on August 17, 2012 made a major breakthrough in mounting an electronic eye in the sky, taking delivery of the first Embrael 145 Airborne Early Warning and Control Aircraft (AEW&C) built with IndianTechnology.
· Coast Guard Welcomes Indigenous Pollution Control Vessel Samudra Pehredar: Samudra Pehredar, the indigenously built second pollution control vessel, specially designed to mitigate any marine oil spill received a warm welcome from the Coast Guard fraternity on its arrival at Chennai Port on August 21, 2012.
· Supreme Court Upholds Death for Kasab Two Acquitted: Describing the November 28, 2008 terror attack on Mumbai as an attack on Indians which deserved the rarest of rare punishment the Supreme Court on August 29, 2012 confirmed the death sentence of Pakistani terrorist Ajmal Kasab. A bench of Justice Aftam Alam and C.P.Prasad said that Kasab, the only Lashkar-e-
Toiba attacker who survived the three day outrage in India’s financial capital, showed no remorse or the possibility of rehabilitation after his arrest and in fact considered himself as a “hero and a patriotic Pakistani at war”. · Sonia Gandhi is sixth in the Forbes List of 100 Most Powerful Women: The forbes magazing on August 22, 2012 ranked United Progressive Alliance (U.P.A.) chairperson Sonia Gandhi the sixth most powerful woman in the world, in its list of 100 women. German Chancellor Angela Merkel tops the list for the second year in a row. Sonia Gandhi was ranked seventh last year.
INTERNATIONAL UPDATES:
· UN Assembly Adopts Resolution on Syria, India Abstain from Vote: The UN General Assembly on August , 2012 overwhelmingly adopted a Saudi-drafted resolution on Syria that denounced a political transition, a voting in which India was among 31 nations that abstained. The symbolic UN General Assembly resolution which expressed ‘grave concern’ at the escalating violence in Syria, got 133 votes in favour in the 193-member body on August 3, 2012.
· Libya’s ruling Council Hands over Power to New Assembly: Libya’s ruling council handed over power to a newly elected national assembly on August 8, 2012 in the North African country’s peaceful transition of power in its modern history but which comes amid heightened violence.
· Mars Rover Curiosity lands on Mars: The Mars Science rover ‘CURIOSITY’ landed on Martian surface on August 5, 2012 to begin a two-year mission seeking evidence of life on the Red Planet once hosted ingredients for life as per NASA. The car sized rover apparently came to rest at its planned destination near the foot of a tall mountain rising from the floor of
Gale Carter in Mars southern hemisphere, mission controllers said. The $2.5 billion Curiosity project, formally called the Mars Science Laboratory, in NASA’s first astro-biology mission since 1970’s era Viking probes.

· Iran Tests Upgraded Version of Short Range Missile: On August 4, 2012 claimed it had successfully test fired an upgraded version of a short range ballistic missile with improved accuracy , increasing the Iran’s capability to strike both land and naval targets. The Solid Fuelled “FATEH-110” has a range of 300 kms.
· Sudan, South Sudan Strike Deal on Oil Transit Fees: Sudan and South Sudan have reached a deal on oil transit fee, but Khartoum said it would be implemented only after the issue of border security had been resolved, dampening hopes of a quick resumption of southern oil exports through the north. This agreement was announced on August 4, 2012.
· Egyptian President Sweeps out Army Rulers: Egyptian President Mohd. Morsi has driven back the biggest challenge to civilian rule by dismissing top generals and tearing up their legal attempt to curb his power in a bold bid to end 60 years of military leadership.
· Ethiopian Premier Meles Zenawi passed away: Meles Zenawi (57), Ethiopia’s Prime Minister since 1995, died on August 20, 2012 in a hospital in Brussels. Mr.Meles Ethiopian People’s Revolutionary Democratic Front seized power in 1991 following the collapse of the dictatorship of Colonel Mengitsu Haile Marium. He headed the transitional government and won elections in 1995, 2000, 2005 and 2010, in a land slide election whose validity was questioned by Western observers and human rights groups.
· Romania Court Puts President Back in Office: Romania’s Constitutional Court ruled on August 21, 2012 that a referendum to impeach the country’s President was invalid, leaving Traian Basescu in power after months of political turmoil.
· Islamic Co-operation Body Deals New Blow To Syria: The organization of Islamic co-operation suspended Syria on August 16, 2012 saying that the muslim world can no longer accept a government that massacres its people, further isolating the embedded regime.
· The Non Aligned Movement Summit (N.A.M.): The 16th Non Alignment Movement Summit (N.A.M.) which represents around half the world, with 120 countries participating in its deliberations concluded in Tehran (Iran) on August 31, 2012 Dr. Manmohan Singh Prime Minister represented India.
· ‘Curiosity’ Aces First Test Drive: NASA’s Mars rover Curiosity took a 16 minute drive on August 22, 2012- its first since reaching the Red Planet to search for habitats that could have supported microbial life.
· Russia joined W.T.O. after 18 years of Talk: After 18 years of negotiation, Russia on August 22, 2012, entered the World Trade Organization (W.T.O.), which restricts imports duties and subsidies in an attempt to create a level-playing field for international trade. Russia is one of the last major global economies to enter the group, which has long included other developing nations such as China.

GENERAL AWARENESS FACTS OF SEPTEMBER 2012
- Two nuclear reactors were restarted in Japan. All nuclear reactors were out of operation from past 1 year in Japan. A reactor located at Ohi was started on 1 July, 2012 and another of the same was started on 19 July, 2012.
- Honkong has completed 15 years of its possession by China this month in July, 2012. China has taken possession of Hongkong on 1 July, 2007.
- Singapore’s Prime Minister Lee Hsein Loong visited India on 11-12 July, 2012. Before this Indian Prime Minister Dr. Manmohan Singh had visited Singapore in November, 2012. The reasons for the visit were to improve relations of the two countries in economic and commercial perspective.
- Romania President Traian Basescu was opposed by the public. Against the president the Parliament has passed an impeachment on 6 July, 2012.
- Mr. Parvez Ashraf was sworned as the Pakistan’s new Prime Minister after the Supreme Court of Pakistan has declared earlier Prime Minister Yusuf Raza Gilani incapable.
- Former Egyptian President Hosni Mubarak was sentenced to life time imprisonment by the Special Court of his own country. After he was sent to jail his health suffered and he is kept on ventilator in a hospital in Kahira.
- The founder of wikileaks Julian Assange has violated the terms of bail and taken cover under the Embassy of Equador from June, 2012.
- The Parliament of Paraguay has passed an impeachment on 22 June 2012 against the President of Paraguay Fernando Aarmindo Lugo Mendez.
- Myanmar’s leader of opposition Aung San Suu Kyi was awarded the Nobel Prize for Peace when she was on her Euopean tour. She received this award in Oslo on 16 June 2012.
- Muhammad Morsy was elected as the new President of Egypt after Hosni Mubarak who was the President for 30 years was sentenced to lifetime imprisonment.
- The seventh G-20 Summit was held at Los Kabos in Mexico on 18-19 June, 2012. The G-20 is a group of developed and developing countries.
- United Nation Conference on Sustainable Development (Rio+20) was held at Rio-De-Janerio, Brazil on 20-22 June, 2012. For the participation on behalf of India, Indian Prime Minister Dr. Manmohan Singh left New Delhi on 16 June, 2012.
- Next G-20 Summit is proposed to happen at Saint Petersburg, Russia.
- Kenya’s Home Minister Mr. George Scitoti died in an accident on 10 June 2012 when his helicopter went off control near Nairobi.
