ANDHRA PRADESH BUDGET 2013-14 PRESENTED
Anam Ramnarayana Reddy, the Finance Minister of Andhra Pradesh on March 18, 2013 presented the budget for the year 2013-14 to the Andhra Pradesh legislature.
Budget 2013-14 of Andhra Pradesh At A Glance
• For the financial year 2013-14, government proposes an expenditure of Rs. 161348 crore. Non-plan expenditure is estimated at Rs. 101926 crore and Plan expenditure at Rs. 59422 crore.
• The estimated revenue surplus is Rs. 1023 crore and fiscal deficit is estimated at Rs. 24487 crore at 2.85 per cent of GSDP.
• First ever exclusive Agriculture action plan was presented to the Legislature.
• The revised estimates of 2012-13 indicate a revenue surplus of Rs. 1685 crore against the budgeted revenue surplus of Rs. 4444 crore. The fiscal deficit is estimated at Rs. 21129 crore which would be 2.86% of GSDP.
• The Gross State Domestic Product of Andhra Pradesh (GSDP) at current prices for the year 2012-13 as per the advance estimates is Rs. 738497 crore-an increase of 12.72 per cent over the quick estimate of the GSDP of the previous year.
• The interest subvention scheme of Vaddileni Runalu is launched for the benefit of the farmers. An allocation of Rs. 500 crore is made in the budget.
• A provision of Z 6128 crore is proposed in year 2013-14 for Agriculture and Allied Sectors.
• The allocation for Social Welfare department is Rs. 4122 crore in 2013-14. The allocation has been increased by Rs. 1445 crore over Rs. 2677 crore allocated in the year 2012.
• Five Districts i.e. Rangareddy, Hyderabad, East Godavari, Annanthapur and Chittoor are selected for implementation Aadhar Enabled Payment of all benefits in the first phase.
• Under the economic support schemes, Government is implementing the SC action plan so as to provide assistance to 66213 beneficiaries with an outlay of Rs. 423.86 crore.
• For improving health infrastructure in tribal areas, Government have sanctioned buildings for (59) PHCs, (238) Sub-Centres and (19) CHNCs with a cost of Rs. 45.97 crore under NRHM.

MAHARASHTRA
MAHARASHTRA RS. 184 CRORE REVENUE-SURPLUS BUDGET 2013-14 PRESENTED
State Budget of Maharashtra for the year 2013-14 was presented by the Deputy Chief Minister
and Finance Minister of the State, Ajit Pawar on March 20, 2013 in the State Assembly.
Ajit Pawar presented the State budget for the third time and proposed it to be of
Rs. 46,938 crore that is Rs. 1938 crore more than the Rs. 4500 crore budget of the
fiscal year 2012-13.
The presented budget was Rs.184.4 crore revenue surplus budget and the government also
proposed to mobilize Rs.1150 crore through various tax proposals. The budget was presented
with an expectation that the State's Gross Domestic Product shall grow at a rate of 7.1 percent.
Highlights
• To provide agricultural loan at subsidized rate allocation made : Rs. 346.75 crore.
• Allocation made for Agricultural Development Programme : Rs.51.04 crore.
• Projects for improvement in water sector were allotted : Rs. 400 crore.
• Water Supply Management was allotted : Rs. 850 crore.
• Fund allocation for responding to the National Calamities : Rs. 1050 crore.
• Subsidy for Industrial promotion : Rs. 2500 crore.
• Subsidy for supply of electricity in the power looms : Rs. 939 crore.
• For health institute construction budget allocation made: Rs.477.98 crore.
• Allocation proposed for National Rural Health Mission : Rs. 500 crore.
• Proposal for allocation in Sarva Siksha Abhiyan Rs. 711.50 crore.
• Allocation for Road Development : Rs.2716.67 crore.
• Proposed allocation in the sector of women and child development: Rs. 1264.76 crore.
• For rural development and tourism, allocation proposed : Rs.650 crore.
• States Debt : Rs. 270000 crore.
TAMIL NADU
TAMIL NADU BUDGET 2013-14 PRESENTED
The Finance Minister of Tamil Nadu 0. Panneerselvam on March 21, 2013 presented the Budget 2013-14 in the Legislative Assembly.
The budget of the year 2013-14 was focussed on agriculture with not any imposition of taxes or not any hike proposed from the existing rates in the surroundings
of the slow economic growth. The Budget was focused on rural and urban infrastructure with investments going into storage and marketing infrastructure, industrial
development backed by speedy implementation of infrastructure projects including in power and roads.
Budget 2013-14 Of Tamil Nadu
• Compensation of Z 15000 per acre was announced as part of the special relief package in the Cauvery Delta Area per acre as crop loss compensation and special compensation including advance against insurance payments to those farmers who had suffered more than 50% crop loss.
• There is also announcement of works worth Rs. 1517 crore under various schemes which will be taken up in the Cauvery Delta Area, including the creation of 15000 farm ponds under MGNREGS at a cost of Rs. 181 crore.
• The State will exceed the Annual Plan target of Rs. 28000 crore during 2012-13 and the allocation has been increased to Rs. 37000 crore for 2013-14. The plan allocation for the primary sector has been increased by 20.12%.
• During 2012-13, the Tamil Nadu Uniformed Services Recruitment Board (TNUSRB) has recruited 12152 Police Constables, 377 Jail Warders and 791 Firemen. The TNUSRB will further recruit 17138 Police Constables, 1091 Sub-Inspectors, 1005 Firemen and 292 Jail Warders during 2013-14. Agriculture
• The allocation to agriculture is i 5189 crore (Rs. 4829 crore) of the total Rs. 17,220 crore to the primary sector.
• Following the Rs. 1517 crore relief package to the Cauvery Delta farmers, the Government is readying a relief package for the other districts.
• Horticulture will be expanded with 8.2 lakh acres brought under vegetable cultivation against the present 7.25 lakh acres.
• Infrastructure in agricultural markets will be upgraded and markets integrated with commodity exchanges. The objective is to increase processing, farmers' revenue and stabilise incomes.
• Crop loan target from the cooperative sector is pegged at Rs. 4500 crore for 2013-14 against Rs. 4000 crore in the current year.
• To improve water use efficiency, the State Government decided to do away with the one-acre limit on small and marginal farmers to make use of subsidy for micro irrigation.
• Farmers can choose their suppliers and the subsidy will be released to the farmers' account. Over Rs. 520 crore will be available as subsidy to cover over 1.30 lakh acres.
